Health Insurance Exchange Plan Management (HIX)
As stated in the Affordable Care Act (ACA) Section 1321(c)(1)(B), beginning January 1, 2014, states must provide consumers who do not have employer-provided insurance the ability to purchase insurance through an Affordable Insurance Exchange.

Project Overview
In the summer of 2011, we began considering the use of SERFF for the health insurance exchanges, having been prompted by state requests. The exchange responsibilities stretch across a number of state agencies and, in many cases, a separate entity has been created to establish the state exchange. Regardless, we continued to hear from states that wanted to preserve their current workflow which includes SERFF so that they could sustain efforts to efficiently and effectively exercise their authority and responsibility to regulate health insurance. In November 2011, we held our first forum adjacent to the NAIC Fall National Meeting. It was clear that the insurance departments intended to leverage SERFF where possible and that many of them were interested in enhancing SERFF to assist with Plan Management components in the exchange. While this is the primary objective there are other goals for the project including: streamlining the submission process for insurers, supporting integration between exchange systems, providing states with the flexibility they need to handle plan management responsibilities in their state, and minimizing duplicative data entry where possible. The SERFF Plan Management Training Webinars were a resounding success. Hundreds of SERFF users- new and existing -attended the training webinars. If you were unable to attend one of the training sessions, don’t fret. We have developed a highly informative Appendix to the SERFF Industry Manual as well as a number of online help topics, which you can access by logging into SERFF and clicking on the Help link. Additionally, we are working on state and industry On Demand Tutorials that you can view at your convenience.
